The Community Development Division is primarily responsible for the administration of Federal funding allocated to the City of Youngstown. The City is an entitlement community under three U.S Department of Housing and Urban Development (HUD) federal grant programs: Community Development Block Grant (CDBG), Home Investment Partnership (HOME), Emergency Solution Grant (ESG).

As an entitlement community, the City must work with community stakeholders and citizens with public input to develop a 5 year strategy and annual action plan to address the needs of primarily low-income residents and areas of the city. The Division monitors funded activities for compliance with HUD regulations, tracks the progress of action plan goals, and reports outcomes in the Consolidated Annual Performance Evaluation Report (CAPER) to HUD.
