The City of Youngstown Building Inspection Department is administered by Mahoning County. All applicants for residential and commercial plan submittals and permits are directed to the Mahoning County Building Inspection Department:

All general contractors and specialty contractors (electrical, HVAC, etc.) that wish to do business within the City must be registered with the City and bonded. Submit the relevant forms (see list below) and fees to the Engineering & Construction Department:

A sewer connection permit is needed whenever a new Sanitary Sewer tap is to be made. Tap in fees are due at the time the permit is issued. Fees are based on the proposed use of the development:

• Single Family Residential: $600
• Other uses will require fees to be calculated.

A Sewer connection permit is also needed if a repair is to be made to an existing sanitary service connection. There are no fees for a permit taken for repairs.

All work on existing or new sanitary sewers must be performed by a bonded contractor.

A street cut permit (see link below) is required prior to excavating within the public right of way in the City. Except in case of emergency, the permit must be obtained at least 48 hours prior to the start of excavation.

Permit fees (per opening) are as follows:

• Limited Access Expressways: $500
• Major Streets: $100
• Secondary Major Streets: $50
• Central Business District Streets: $100
• Residential Streets and All Others: $25

In order to change the address of an existing structure or establish an address for a new structure, submit an Address Assignment Request Form (see below) to the Engineering & Construction Department:
