Consult the Mahoning Valley Collaborative Code Enforcement System to check the status of code violations for a property or the progress of a planned demolition.

Practically speaking, appeals of the violations listed in Property Code Enforcement notices and orders are quite rare, as the photographs taken during the inspection process offer clear and convincing evidence of the violations. However, the right of appeal to the Property Maintenance Appeals Board is available (Section 546.09, Codified Ordinances of the City of Youngstown). This process may also be used to request a compliance date extension by those owners who are making good-faith efforts to bring their properties into compliance.

1. Fill out and submit, within 15 days of receiving the notice or order, a Property Maintenance Appeals Board Form (see below) and a non-refundable $15 deposit (or affidavit of indigency) to the Property Code Enforcement & Demolition Department:

2. After receiving the appeal form and fee, the Property Maintenance Appeals Board will schedule a hearing within 60 days and notify you of the time and place. You will be able to state your case at the hearing. If you do not show up for the hearing, the appeal will be dismissed.
3. You will be notified of the decision of the Property Maintenance Appeals Board within 15 days of the hearing. The decision of the Property Maintenance Appeals Board is final. Any further appeals must be conducted through the court system.

Under law (Section 546.07, Codified Ordinances of the City of Youngstown), the owner of a building cited for violations by the Property Code Enforcement & Demolition Department is not permitted to sell, transfer, mortgage, lease, or otherwise dispose of the building to another party until:

1. The property is brought into compliance.
   - OR -
2. The owner furnishes the other party with copies of the notice(s) of violation or compliance order(s) and submits a signed and notarized Property Transfer Affidavit (see below), stating that the other party will be responsible for bringing the property into compliance, to the Property Code Enforcement & Demolition Department:

Obtaining a demolition permit involves several steps:

1. You must be registered as a contractor with the Engineering & Construction Department:

2. Enter into a written contract with the owner of the property in question.
3. Apply for a hydrant permit from the Water Engineering office:

4. With your contract and hydrant permit in hand, apply for a demolition permit from the Property Code Enforcement & Demolition Department:
