Property Code Enforcement & Demolition

The Property Code Enforcement & Demolition Department is responsible for enforcing the City’s Property Maintenance Code (Chapter 546, Codified Ordinances of the City of Youngstown). The focus is to make property owners responsible for their properties through inspections and the issuance of notices of violation. Failure by property owners to remedy violations in a timely and satisfactory manner may result in fines, prosecution, and/or demolition.

In addition to property inspections, the Property Code Enforcement and Demolition Department is also responsible for handling zoning issues and for the rental and vacant property registration programs. With the exception of owner-occupied properties, ALL properties are now required to be registered with the City of Youngstown.
