Flinn was appointed Commissioner of Building and Grounds by Mayor Tito Brown on February 20, 2018. The Commissioner of Building and Grounds is responsible for all City-owned property and the City of Youngstown Street Department.
Flinn has extensive knowledge of property management, with over twenty years of experience managing, developing, and selling, commercial and residential real estate. Flinn had previous private sector work experience with Coca-Cola, Pepsi Cola, and Colonial Industrial Supply. His previous public sector experience with The Mahoning County Highway Engineers Office and The Ohio Turnpike Commission has allowed him to implement the changes to multiple City departments needed to focus on safety as a #1 priority and operate as efficiently as possible.
Flinn graduated from The Ursuline High School, where he was a three sport varsity letter winner. He attended Youngstown State University and Hondros College. Flinn is also a Realtor, licensed in the State of Ohio.
Flinn has lived on all four sides of Youngstown and currently resides on the Northside in the same neighborhood in which he was born and raised.
